SALGOA February Meeting Focuses on Flood Response and Operational Capability

The South Australian Local Government Officers Association (SALGOA) convened in Mannum on Friday, 6 February 2026, with approximately 40 local government works managers, supervisors, technical officers and contractors in attendance.

Hosted by Mid Murray Council at the Pretoria Hotel, the session provided a strong operational focus, centred on emergency response capability, infrastructure resilience and inter-agency coordination.

Technical Flood Response Overview

A key component of the meeting was a detailed technical presentation from Mid Murray Council staff outlining their response to the recent flood events that threatened communities, transport corridors, levee systems and private property throughout the region.

The presentation addressed:

  • River height monitoring and trigger thresholds for operational escalation
  • Activation of incident management structures
  • Deployment of council plant and external contractors
  • Traffic control implementation and road closure decision-making
  • Levee bank surveillance, sandbagging operations and temporary flood mitigation works
  • Inspection regimes for sealed and unsealed road pavements under prolonged inundation
  • Asset protection strategies for culverts, causeways and riverfront infrastructure
  • Post-event damage assessment and recovery programming

Delegates gained insight into the logistical and engineering challenges of managing flood risk across an extensive rural road network, including maintaining access to isolated communities, mitigating the risks of pavement saturation and subgrade failure, and prioritising limited resources during emergencies.

The discussion also highlighted the importance of pre-established contractor arrangements, emergency procurement flexibility, fatigue management, and clear communication channels with state emergency services.

Tour of Bowhill Engineering – B5 Facility

Following the meeting, attendees undertook a technical tour of the Bowhill Engineering Facility, including the B5 facility — a key regional engineering and fabrication asset.

The B5 facility demonstrated significant heavy engineering and fabrication capability, supporting civil infrastructure works, structural steel fabrication, equipment modification and custom engineering solutions. Delegates observed workshop operations, fabrication processes and plant capacity that underpin both routine capital works programs and emergency response requirements.

The tour reinforced the importance of maintaining strong regional engineering capability within South Australia, particularly in supporting councils during major events such as flooding, where rapid fabrication, plant adaptation and field support are critical.

The integration of local engineering services with council operational teams was highlighted as a key strength in improving response times, reducing downtime, and enhancing infrastructure resilience.

The Mannum meeting once again demonstrated the value of SALGOA as a professional forum for technical exchange, operational learning, and collaboration across South Australia’s local government works sector.
